Membership Application
Membership is open to all present and past Chaplains of the Legion, Auxiliary and Sons of The American Legion and affiliated organizations as may be represented by the membership regardless of denomination, provided no person shall be eligible for TCA membership unless they are a member in good standing in any of those organizations.
Annual dues are $5 and membership runs from January 1 through December 31. For an additional donation of $12, members will receive a CD copy of Harvey H. Klee’s book: “A Chaplain’s Story – Manual and Guide, 2nd Edition.” Membership dues are due in October for the following year. Make checks payable to: Texas Chaplains Association
New Expanded Membership Provisions
Following the Texas Chaplains Association’s general membership held during the Department Convention in Irving, the Board of Directors have approved the following changes to its Bylaws, subject to ratification by the general membership at its next annual meeting in Corpus Christi.
ARTICLE 3 – Membership
Section 1. Membership shall be open to all present and past Chaplains of the Legion, Auxiliary and Sons of The American Legion, and affiliated organizations as may be represented by the membership, and may include those members of the aforementioned organizations who are interested and supportive of the same goals and objectives of the Texas Chaplains Association but have never held the position of Chaplain in any of them provided: no person shall be eligible for TCA membership unless they are a member in good standing in any of those organizations.
Section 2. Ancillary Membership is available for those members of other veterans organizations who have served or are now serving as Chaplains in their respective organizations and are interested in and supportive of the goals and objectives of the Texas Chaplains Association. Such members shall be non-voting members.
Section 3. Annual dues for all classes of membership shall be $5. For an additional donation of $10, members will receive a CD copy of Harvey H. Klee’s book: “A Chaplain’s Story – Manual and Guide,” the proceeds of which shall go to the Department’s Boy’s State program.
The reason for the changes is in response to membership requests that Legion/Auxiliary/Sons of The American Legion and affiliated organizations be allowed to join because of their desire to support the organization via membership and who may be considering filling a Chaplaincy position in the future.
Also, most other veteran organizations offer little or no aids or support for those serving as Chaplains in their respective organizations. It is in the spirit of outreach and inclusiveness that we extend membership to fellow veteran Chaplains and at the same time encourage those that are eligible to become members in the Legion, Auxiliary or Sons of The American organizations to acquire voting privileges.

Thereafter, dues are payable during the last quarter of the year beginning in October for the following year.

Lifetime Membership Dues
The TCA Board of Directors recently approved a Lifetime membership program. Membership fees are waived for all members 80 years of age and older. For those under the age of 80, Lifetime dues will be calculated by subtracting their age as of January 1 of the forthcoming membership year from 80, multiplying that figure by $5 and reducing the total amount by 20% as an incentive for Lifetime membership.
For example: if one will be 55 years of age by January 1 of the year in which membership dues are due, their Lifetime dues will be: 25 (the difference between 55 and 80) multiplied by $5 i.e. $125, less a 20% discount i.e. $100.
Those applying for Lifetime membership must so indicate on their application form and include their date of birth.

Article I
The name of this association is: Texas Chaplains Association
Article II
The purposes for which this association is formed are:
2.1 To operate as an association of natural persons for social purposes within the meaning of Section 501(c)(7) of the United States Internal Revenue code for the purpose of providing training, resources and other aids to assist chaplains within The American Legion, Department of Texas and their affiliated organizations in the performance of their duties;
2.2 To act as a support group for those that are charged with the spiritual leadership of their respective organizations within The American Legion, Department of Texas, in the Department, Divisions, Districts and Posts, and in their Legion, Auxiliary, Sons of The American Legion, and affiliated organizations as may be represented by the membership.
2.3 Any activities in which this association may engage in furtherance of its specific primary purposes shall be conducted (a) in accordance with all statutes and other laws of the State of Texas applicable to unincorporated non-profit associations and (b) in such a manner as to preserve the tax exempt status of this association as provided by the Internal Revenue Code of the United States and Taxation Code of the State of Texas and any amendments thereto or regulations there under.
Article III
The governing document of this association is the bylaws of the Texas Chaplains Association.
Article IV
4.1 This association is organized as an unincorporated non-profit association and shall not be operated for pecuniary gain or profit nor does it contemplate the distribution of gains, profits, or dividends to its members; it is organized and shall be operated sole for non-profit purposes. None of its profits or net income shall ever inure to the benefit of any board member, officer, member, private shareholder or individual.
4.2 Upon the winding up and dissolution of this association, after paying or adequately providing for its debts and obligations, the remaining assets shall be distributed to a non-profit fund, foundation or corporation, selected by the executive board members of this association which has established its tax-exempt status under the Internal Revenue Code.
Article V
The officers of the association shall constitute the Executive Board of which there shall be at least three members. The names and addresses of the persons who are to act as the first Executive Board are:

ARTICLE 2 – Purpose & Objectives
Section 1. Purpose:
The Purpose of the Texas Chaplains Association shall be to serve as a means to provide training, resources and other aids to assist chaplains in the performance of their duties and to act as a support group for those that are charged with the spiritual leadership of their respective organizations within The American Legion, Department of Texas, in the Department, Divisions, Districts and Posts, and in their Legion, Auxiliary, Sons of The American Legion, and affiliated organizations as may be represented by the membership.
Section 2. Objectives:
a. To promote the mission statement of the office of Chaplain as set forth in the Officer’s Guide and Manual of Ceremonies by providing spiritual leadership within the Posts, Districts, Divisions and Department while performing the duties and responsibilities inherent to the office of Chaplain.
b. To provide a means by which Chaplains may communicate with one another to promote understanding, cooperation and to exchange ideas.
c. To encourage Chaplains to become more involved in the activities of their Department, Division, District and Post.
d. To provide training and development opportunities via workshops, guest speakers, discussion groups, etc. to assist Chaplains in fulfilling their responsibilities.
e. To provide a variety of resources Chaplains may draw upon to assist them in the performance of their duties.
f. To support the work and efforts of all Chaplains on behalf of their respective organizations through prayer and fellowship.
g. To qualify as a non-profit Section 501(c)(7) under the Internal Revenue Code in the event of incorporation.

ARTICLE 4 – Officers & Executive Board
Section 1. The officers shall be President, Vice President, Secretary and Treasurer. They serve a one year term and may succeed themselves. Only the position of Secretary and Treasurer may be held by the same individual.
Section 2. The officers of the association shall make up the executive board. The executive board is the legal entity charged with the management and responsibility for the association. The board shall establish the objectives of the committees and determine the policy for the development of such objectives. Funds may not be drawn from the Association’s account without the signature of the President, Vice President or Secretary if such position is not held by the Treasurer, in addition to the signature of the Treasurer.
ARTICLE 5 – Meetings
Section 1. There shall be an annual meeting held during the annual Department Convention for the purpose of electing officers and any other business that might rightly come before the meeting.
Section 2. A Quorum consists of all paid-up members and officers attending the annual meeting. Members may be present by proxy.
ARTICLE 6 – Committees
The following committees may be deleted or expanded upon:
a. Membership & Directory – Maintain both a directory of all chaplains in the Department of Texas as well as a membership directory.
b. Resources – Research and maintain resource materials that may be of assistance to chaplains in the performance of their duties.
c. Special Events – Arrange for the annual meeting activities and notify members of special events that may be of interest to them in their chaplaincy.
d. Website – Develop and maintain the association’s website and keep it up-to-date.
